Associate Director, Office of Scientific Operations

National Cancer Institute (NCI)

NCI is seeking an innovative leader to serve as its Associate Director, Office of Scientific Operations-Frederick (OSO). OSO, NCI at Frederick, is responsible for the overall management and scientific direction of the NCI at Frederick.  For more information about OSO please go to https://ncifrederick.cancer.gov.

This position serves as the Associate Director, Office of Scientific Operations (OSO) at Frederick and is a Scientific Executive position reporting to the NCI Director. The Associate Director, OSO has primary responsibility for scientific planning, resources, partnership and management of the operational administration for the Frederick National Laboratory for Cancer Research (FNLCR), a Federally Funded Research and Development Center, as well as NCI’s labs on the Frederick campus. The incumbent works with leaders in the extramural cancer research community, including the Frederick National Laboratory Advisory Committee (https://deainfo.nci.nih.gov/advisory/fac/fac.htm) and NCI senior leadership, including leaders of the intramural NCI Center for Cancer Research, on the development and implementation of long-range strategic, scientific, facility and business plans for the Frederick campus. This is a critical position for the NCI and the extramural cancer research community as the National Lab takes on more responsibility as a core resource for essential research into understanding the biological underpinnings of cancer and developing effective, novel therapies.

This position manages an annual operating budget of approximately $80 million and contractual and research activities of approximately over $700 million annually; engages regularly with cancer research leadership, both public and private sector, across the country; oversees 20 scientific and administrative staff; oversees the facilities of the NCI at Frederick campuses, including government owned space comprising 1.3 million square feet in 100 buildings on 68 acres on the Ft. Detrick campuses, and 5 off-site leased research facilities; works with staff at the NCI-Frederick to expand efforts to establish productive working relationships with industry, including over 2,500 Material Transfer Agreements and over 30 Cooperative Research and Development Agreements executed at the NCI-Frederick.

Required Qualifications

Applicants must possess a doctoral level degree (e.g., Ph.D. and/or M.D) in an academic field related to the health sciences or allied sciences appropriate to the work of this position. Candidates must have extensive expertise and recognized leadership in biomedical and cancer research. Expertise in AIDS research would be advantageous.  The applicant must have documented excellent administrative scientific management skills and experience.  In addition, candidates must have extensive knowledge and experience in Federal contracting laws and regulations to administer multi-million biomedical research contracts. Candidates must have experience overseeing a multi-million-dollar budget, scientific and administrative staff, and scientific contractors; implementing strategic scientific operations initiatives; providing expert advice on matters related to cross-cutting scientific operations; and collaborating with other government agencies, academic, industry and private sector interests. Excellent written and oral communication skills are essential. This position will be filled under a Title 42(f) excepted service appointment.

Salary/Benefits

Salary is competitive and will be commensurate with the experience of the candidate. A recruitment or relocation bonus may be available, and relocation expenses may be paid. A full package of federal Civil Service benefits is available, including: retirement, health and life insurance, long term care insurance, leave, and a Thrift Savings Plan (401K equivalent).
